Before making this, I had seen a load of similar images and thought they looked amazing and really wanted to do it myself but I couldn't find tutorials. I basically tried to work it out myself through using the a lot of the burn tool, vignettes, exposure, contrast and tweaking the colour. Also, I think there was a lot of luck here!
You might want to start by trying to get the effect by using a small section of a photo.
Oh, also, I cut out the sky and added a dark, cloudy sky then blended it. I would recommend cutting out the sky, at least to start with, as it can be pretty tricky when working the whole image with a bright sky.

This is just a modification really. The original is a daytime shot. I just used lots of tone mapping and messed around with the levels/exposure...Oh, and a lot of burn tool, that kind of thing.
